Substantiates the optimization method disbution requirements-level achievements of the set of indicators of reliability, durability, noise immunity based on the requirements of generalising indicators of efficiency (sustainability). Information and control complex systems of space-cop seems element structure, performing the functions of automated spacecraft control systems and systems to Chi-reception and dissemination purpose in-formation – spetsin-formation. The problem study the characteristics of information-control complexes hybrid space system of observation-tion on the basis of the joint properties of "reliability–durability– noise immunity " passive and active component of each property, including managed-bridge and selforganization of the objects combined generalized property of "sustainability ". The developed method of solving the problem of an optimal allocation of requirements for levels of achievement of tactical objectives of a complex system based on the requirements of generalising indicators of efficiency (sustainability), formally allowed mathematically decompose the problem and formulate a direction for further research on each property of a complex system.
